THC in Arizona

Hemp-derived THC products are illegal for sale outside licensed cannabis dispensaries according to Attorney General Kris Mayes' March 2024 legal opinion. The AG determined that Arizona's industrial hemp law differs from federal law by excluding "derivatives, extracts, cannabinoids, isomers, acids, salts" from the hemp definition and specifying that hemp products must be "uniformly industrial and nonintoxicating." All intoxicating cannabis products are Schedule I controlled substances that may only be sold by licensed cannabis sellers. The AG warned retailers in March 2025 with a one-month grace period before enforcement, stating that unlicensed sales of THC-infused products violate Arizona law regardless of federal Farm Bill protections. Licensed dispensaries can technically sell hemp-derived products, but the AG doesn't endorse such sales due to safety concerns.
