THC in Michigan

Michigan has established a comprehensive regulatory framework for hemp-derived THC products since Governor Gretchen Whitmer signed House Bill 4517 into law in 2021, effective October 2021. All intoxicating hemp-derived cannabinoids, including Delta-8, Delta-9, and other THC variants, must be licensed, manufactured, distributed, and sold through the Michigan Cannabis Regulatory Agency (CRA) system, similar to marijuana products. Products can only be sold at state-licensed dispensaries to adults 21 and older, with mandatory testing, tracking through seed-to-sale systems, and compliance with packaging and labeling requirements. This makes Michigan the first state to bring hemp-derived THC fully under state cannabis regulation rather than banning it. Unlicensed sales outside the regulated system are prohibited, effectively eliminating gas station and convenience store sales of intoxicating hemp products.
