THC in Oregon

Oregon restricts hemp-derived THC products through HB 4121, signed into law in March 2024, and HB 3825 from 2025, which reinforced prohibitions on artificially derived cannabinoids including delta-8 THC, delta-10 THC, and CBN. The Oregon Liquor and Cannabis Commission (OLCC) prohibits all "artificially derived cannabinoids" effective 2022, creating a de facto ban on most hemp-derived THC products. The state requires hemp vendor licensing for both in-state and out-of-state businesses as of July 2024, and will implement a comprehensive hemp product registration program effective January 1, 2026. While hemp cultivation remains legal under federal guidelines, processed hemp products with psychoactive effects are banned from general retail, requiring any intoxicating cannabinoids to go through the regulated cannabis system.
