All hemp-derived THC products are illegal in Rhode Island under the state's Uniform Controlled Substances Act, which classifies all tetrahydrocannabinols and THC isomers as Schedule I controlled substances. This prohibition applies regardless of whether the THC is derived from hemp or marijuana, and regardless of concentration levels. Hemp products are only exempt when not intended for human consumption. No retail sales of hemp-derived THC products are permitted, and possession can result in criminal penalties. The state has not created any licensing framework for hemp-derived THC sales, instead directing all THC commerce through its medical cannabis program and pending adult-use cannabis market.
