THC in Vermont

Hemp-derived intoxicating THC products are effectively illegal in Vermont under strict state regulations. The Vermont Cannabis Control Board (CCB) Rule 2.17 classifies any product with more than 1.5mg THC per serving or 10mg per package as "cannabis," not hemp, which must be sold only through licensed dispensaries. All synthetic cannabinoids, including most commercially available delta-8 products, are categorically prohibited as controlled substances. Vermont computes potency using total theoretical THC (delta-9 THC + THCA × 0.877), making most hemp-derived products non-compliant.
